Double Dipping

So this doctor puts hundreds of people at risk for all kinds of diseases like HIV and Hepatitis C and is still practicing medicine??
What kind of moron does this sort of thing in this day and age? And, is still allowed to maintain a medical license?
I thought it was bad a few years ago when my nephew was in a science class and they were typing their blood. The teacher had the students sharing a small lancet to cut themselves to draw the blood. Luckily, Jared was smarter than that.
